Who does what

Surrey Heath Borough Council's Blue Badge page says Surrey County Council oversees the Blue Badge scheme and you apply on GOV.UK. The borough council sets the rules for its own car parks, and the county council manages on-street parking in Surrey Heath.

Applying

Surrey County Council's check eligibility and apply page says the online form includes an eligibility checker, and that an application must include:

  • a passport style photo
  • proof of identity
  • proof of address no more than 12 months old, and proof of diagnosed conditions if you do not automatically qualify (medical appointment letters are not accepted)
  • a £10 admin fee

Surrey says an application can take up to 12 weeks, longer if an expert or walking assessment is needed, and that a badge is not issued for temporary conditions. It says an application with no supporting evidence will be rejected where you do not automatically qualify. It also says the walking assessment tests whether you can walk 80 metres, and that hidden disabilities such as autism, dementia and Parkinson's can be assessed. GOV.UK is where you apply or renew, says a badge costs up to £10 in England, usually lasts up to 3 years, and that councils usually decide within 12 weeks. If you cannot apply online, Surrey links an application by post.

Renewing

The renewal page says a badge is normally valid for 3 years and to renew at least 12 weeks before expiry. Surrey also has pages for tracking an application, replacing a lost or stolen badge, appeals and misuse.

Using your badge on the road

Surrey's where to park page says a badge helps you park in allocated disabled bays and on the road, on single or double yellow lines for up to 3 hours, and in any car park for the maximum stay in line with its terms. It also says the badge only applies to the holder travelling in the vehicle, or being collected or dropped off, and that misuse can lead to a £1,000 fine and loss of the badge. Display it on the dashboard face up with the hologram visible.

Using your badge in Surrey Heath car parks

According to the borough council, badge holders park free in all Pay and Display car parks if they clearly display a valid badge, with no time limit in those bays. In the following car parks, holders must park in a designated disabled bay, pay the standard parking charge and not use permit, reserved or staff bays:

  • Knoll Road car park
  • Main Square car park

So the free rule does not apply at the two main town centre car parks. For tariffs see our parking guide. The Square's getting here page says Main Square has 35 disabled bays on Level 1, with lifts from every level. Surrey County Council's page also says a badge does not necessarily provide free parking in shopping centre car parks, so always read the car park's own terms.

Register office and other places

The register office at Camberley Library Hub has disabled parking spaces only for Blue Badge holders; see our register office guide.
